Non-ExemptNature of Work An employee in this position will function as Zoning Administrator and will oversee the Permits Review Section as well as be responsible for managing all aspects of the Department's obligations relating to the Board of Appeals.
Responsibilities include meeting with applicants, site visits and posting property, reviewing Board of Appeals applications for completeness, drafting staff reports, managing case files, testifying at hearings, and approving zoning certificates/permits.
Candidates must have a strong knowledge of zoning regulations, code structure, and relevant case law.
Candidates must demonstrate competency in writing technical assessments or reports.
The candidate will be required to provide testimony on the Department's behalf and should have experience responding to questions in a judicial or quasi-judicial setting.
This position is within the Current Planning Division of the Department of Planning and Zoning.
Applicants should have experience with subdivision, permit, and plan review.
Knowledge of zoning code, appeals processes, and application of regulation to the land development process are necessary.
Some fieldwork will also be required.
Experience in architecture, landscape design, or civil engineering may be accepted as related experience in addition to the subject areas listed in the qualifications.

Supervises the Permits Review Section.
Approve and sign off on zoning certificates/building permits as required.
Prepares reports for the Board of Appeals, visits sites, and posts properties.
Interpret and apply land use law, zoning code regulations, subdivision regulations, and floodplain ordinances.
Effectively deal with other government agencies, the public, citizen groups, attorneys, elected officials, etc.
Reviews and makes recommendations on plans, studies, project proposals, and other policy and administrative matters.
Researches and analyzes data to provide the Director with alternatives.
Performs complex research work and ensures that deadlines for submission of such items are met.
Coordinates output of subsections of the department and may review and supervise the work of others.
Prepares correspondence for the signature of the Director.
Reviews, analyzes, and makes recommendations on reports and correspondence.
Performs duties of Planner III as required.
Minimum Qualification Requirements KNOWLEDGE, SKILLS, AND ABILITIES:
Strong knowledge of zoning regulations, code structure, and relevant case law Knowledge of zoning code, appeals processes, and application of regulation to the land development process are necessary Considerable knowledge of the principles and practices of public administration Knowledge of the methods and techniques of data compilation, analysis, and development, especially in relation to familiarity with Smart Growth initiatives and concepts Knowledge of zoning code and appeals processes; ability to apply zoning regulations with planning practices and principles of land use to provide guidance and supervision; prepare reports and provide testimony at public hearings Ability to carry out management studies Skill in preparing comprehensive statements and reports Skill in expressing ideas clearly and effectively both orally and in writing Skill in establishing and maintaining effective working relationships with others Ability to organize information and produce reports clearly and concisely Ability to devise and implement thoughtful solutions to complex problems Ability to thrive in a team environment, and foster and maintain harmonious working relationships with co-workers and external stakeholders Ability to work independently on complex planning-related matters Capable of exercising independent judgment and initiative in managing projects or programs Capable of evaluating issues and communicating sound recommendations on appropriate action Understanding of applicable local, regional, state, and federal programs and regulations Competency in writing technical assessments or reports EDUCATION AND
Experience:
Master's degree in a planning field AND Six (6) years of professional planning experience.
One (1) year in two of the following areas:
finance, real estate, economics, environmental or social planning, transportation, land use planning, public administration, urban design, housing, or community development.
OR Bachelor's degree with thirty (30) semester hours of planning courses AND Nine (9) years of professional planning experience.
One (1) year in two of the following areas:
finance, real estate, economics, environmental or social planning, transportation, land use planning, public administration, urban design, housing, or community development.
LICENSE:
Possession of a valid Class D or Class C non-commercial driver's license with no more than three (3) points.

Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations, and applicable Harford County safety policies, procedures, or manual as required for this position.
